I have nothing to add to this one, except to say that it's fitting that the biggest pain in the butt would be the smallest state. It's always the ones with something to prove. It got so bad that the governor wrote to George Washington to beg him not to treat Rhode Island like it was a foreign country. Meanwhile, the legislature kept writing whiny notes to the Continental Congress about how unfairly they were being treated just because they couldn't get their act together. Amateur hour.
